I'm thinking I should coat the keel with epoxy to prevent the recurring rust. Any recommendations as to brand of paint or another product? Would a rustoleum product work? Thanks for any advice.

I just put a bunch of coats of rustolium primer on at the suggestion of a post here. It seems to really have adhered very well, but we'll see in the fall!
You have other options as well:
2-part epoxy primer, many, many coats.
Encase in fiberglass, then primer.
No matter what you do you'll want to prep the surface extremely well. It's tough because even on a keel that is in good condition you're going to have little divots that are extremely hard to sand.
Grinder for the big stuff + wire brush worked well enough (I hope) for me.
