 Rust on the lifting winch

I've removed the companionway stairs temporarily (in connection with this: http://www.catalina-capri-25s.org/forum/topic.asp?TOPIC_ID=31802), and my winch has a bit of rust on it in places (a good bit of protective black paint is on it in other places). We were also removing the no-slip surface on the stairs.

The old handle still fits, and everything on the winch seems to work fine (here in our freshwater air). Frankly, I have a tendency just to put it back in the boat, as is.

Nonetheless, I thought I'd ask for general thoughts. Before I put the steps and winch back in, is there anything in particular I should do about the rust, or any other general servicing of the winch? Rust removal, paint, oil, or otherwise?

I've used this rust reformer on frames of trucks. works very well and leaves a flat black finish that you can leave alone or paint.. https://www.rustoleum.com/product-catalog/consumer-brands/stops-rust/rust-reformer

I was thinking of doing the same thing, is there any part that should NOT be painted?

Here's the instructions and maintenance for the winch. the only warning is to not get oil or grease on the friction plates.

Thanks, y’all. I used the rust prevention product mentioned above (turns out my wife has used it many times for iron patio furniture), and serviced the winch with grease and oil as directed in the instructions. Appreciate the help. My other post linked above gives an update that my cable is now fixed.
