Hello all,
1982 Evinrude 15hp...
I have just done complete service, including water pump, water tube grommets, fuel pump, carb, etc. I had low water flow, and the water tube grommet at the top had done the normal mushroom thing and cut off flow.

So now I have no flow out the telltale. I've double-checked the water pump, and all is installed properly.

Two questions...
First, the stupid one--does the motor have to be submerged in water far enough for the water pump to be in the water, or can it draw water up to its height? My tank is not deep enough to get the water pump submerged.

Second, does anyone know whether this motor uses water passage restrictors? I know they were not present when I had the head off, and didn't think to check into it and replace them if they were missing.

I have had my old 9.9 apart more than I would have liked to. Get some rabbit ears to hook to your hose. With mine, the water would come out of the pisser when the water was turned on.

There could be several problems here.
1. water tube is not engaged in water pump.
2. cotter key missing on impeller
3. too much aeration in the bucket.
4. piece of dirt in tube.

A reputable mechanic told me the pisser taps off the water jacket before it goes to the thermostat. He said it would be normal to see the pisser decrease as the engine warmed up at low engine speeds.

No flow restictors that I am aware of.

I think I've solved it, and it was that the water pump needed to be submerged, and/or higher revs were needed to prime the pump. I have the rev restrictor when not in gear, so I put the motor in a trash can (deeper) and immediately got a fast dribble from the telltale. I then manually opened the butterfly to increase revs and got a super hard stream from the telltale, which then remained constant even at idle. All the things you mentioned (except maybe #3) were not an issue. I have the earmuff flush device--do you mean that it will push water out of your telltale even when the motor isn't running, or just when it's running?
