The only thing odd in the question is the second half. A padeye there is usually for a down haul or furler line alignment. How is it that it does not have a defined alignment by virtue of being bolted down.
The original plans for that area would have probably had a block right there for the spinnaker pole downhaul as Frank mentioned. I agree with Frank - if it isn't already bolted down, there must be holes already in the deck for it, or you wouldn't have know the location. If there are holes, it should answer your second question rather easily by lining up the spot for the screws/bolts on the padeye to the holes in your deck.
Your right Duane, there are holes in the deck and I figured out that is where it goes. However, it is square and could be mounted either way. If it is for a downhaul as evereyone is saying it doesn't matter which way it goes. Thanks everybody,that helps.
