do the newer 250s have a traveler for the mainsheet? does anyone know if a "kit" is available? or are there parts i can buy to fabricate/install one myself?

The wing version is produced with a traveler.... the center board is not. It's one of those things... if it were there...it would get used. But, is it worth the effort and cost at this point of time. The answer to that may be relative to your list of boat upgrades and where the priorities are.
The "why" that the two boats are produced differently could be speculated that the center board control line which uses a roller which is part of the mounting casting for the mainsheet block may be at issue. Maybe Catalina ordered an initial large number of these from a foundry and has them in stock. Perhaps Catalina feels that the wing keel buyer is a bit more discerning than the trailer sailor.
I have not heard a report from anyone comparing the before and after..though I think there have been some who made the upgrade. It would be nice to have an outline of what choices were made, and what the results were.
I bet the wing keel version ships with a Gaurhauer mainsheet traveler. For $176, you can pick up a model MT-3 from them. But, you might call and ask them which model they recommend. (http://garhauermarine.com)
I've thought about adding one, but there are just too many important upgrades in line before the traveler.
in my opinion, the traveller on my wk is so short i don't think it really helps in pointing or in limiting heel, the two major reasons for having one. if you do install one (they are on the seat in front of the hatch) go longer than that suplied in the wk
The location on the 250WK is kind of annoying, right in front of the companionway. On the C22 it's on the stern rail which creates less interference. Here's a picture showing the location:
