I am not getting very much water exiting the cooling outlet. I spoke with a Yamaha mechanic and he told me that the port may be plugged and probably not a problem. Does anyone know of a way to check / clear this?
I have a 97 Evinrude 9.9 2 stroke that came with my boat. The first season I used it I had a steady stream coming out of it but not with much force. In the off season I replaced the impeller (which was in rough shape) and was very surprised with the difference when I first ran it this season.

If your port exits the housing using a rubber hose, take the hose off and run a wire through it. My 2.3 merc had the build-up right where the rubber hose was clamped to the pipe on the block. Did the trick for me.
also, take a look at your impeller in the lower unit. If you don't have a manual, google it - you will find it on the internet.
The 2 outboards I have a owned both acted the same(johnson&tohatsu). The telltale always has more force when it is cold. The tap is upstream of the thermostat in the cooling system. After the engine warms, it is acceptable to see a drop in pressure at idle as the t-stat is open. Above idle, you should have a healthy stream. If there is any doubt, get it checked or replace the water pump. You could quickly wind up with a boat anchor.
I have the same outboard and also had the same problem. The water was trickling out instead of the ussual stream of water. I tried the garden hose connected to the adaptor on the motor but that didnt clear the obstruction. I then held a water hose right up to the outlet of where the water stream exits the motor. It doesnt make a perfect seal but it was enough pressure to clear out whatever was obstructing the flow and has worked fine ever since.
