My recollection is that at one point there were instructions on rebuilding the centerboard winch in the Tech Tips. I've been looking for them. Does anyone have knowledge of them?

If you are referring to the keel winch, there are three references to it in C25 Technical tips. Click on the keel of the diagram and it will display them.

Isn't the keel winch just a simple trailor winch ? Should be able to find one at Harbor Freight.

The keel winch is not a simple trailer winch. A keel winch has a clutch mechanism.

Take a look at CD's explanation.

The danger in using a conventional trailer winch is if you ever lose control of the handle while lowering the keel you have an wicked arm-breaker spinning at a couple hundred rpm in front of your face.

Our boats [swing keels] should really have come with worm-gear winches. Inherently they cannot free-wind (run-away) and will stay put whenever you stop turning the worm gear. No brake, no clutch, dead simple, last a thousand years. (well, maybe a hundred)

Example: (Note: not suitable for marine use)

I gotta agree. The Parker Dawson 26 sailboats same with a beautifully engineered swing keel winch with oil bath worm drive and snail shaped drum. These winches typically last the life of the boat. (The whole swing keel system of a Parker Dawson 26 is extremely well thought out.)
