My favorite boat design, the classic Schooner.

I wonder what the sailors of 100 years ago would have thought of Roller Furling?!?

Tour/charter boats typically don't carry all of the sail they normally could, they want to hold the boat as level as possible so their guests don't spill their drinks and food all over the deck. Also, it's good advertising to be as visible as possible and moving slowly gives onlookers a chance to identify the boat.

The topsails might come next, although they might opt for a drier ride with less heel for their guests--sorta like reefing.
