So how will responsibility likely be assigned? From the first series of pictures, it almost looks like the Falcon turned to port and put her beam to the Nordic.
According to another account, both boats were on port tack when the 40 tacked to starboard. Looks like the 40 skipper didn't make much effort to avoid a collision. Not smart to mix it up with a 289 ft "ship" when you're in a 40 footer. Give it room!
I believe MF is considered either a Commercial vessel or a Cruise ship according to either its size or its rating.
Bristle will know for sure, but I think you have a 100ft radius around the cruise ship as a no fly zone.
Supposedly, a top notch pilot was captaining the <s>Millenium</s> Maltese Falcon while in port and the surrounding area. (gratis for the Leukemia Cup) Not a good day for that guy.

If Each rib, Big and Little, is outfitted with the 50 cal, which one is cooler?
The big BLACK ones with 50s fore and aft are definitely coolest! It looks like the Galactic Empire is descending on you! (Actually, the black ones are probably NYPD's.)

There are a lot of different groups(ICE, USN, USCG, Border Patrol, etc) that I could see having 50's on the boat, I just wouldn't expect a municipality, regardless of size, would be putting the heavy hardware on board.
