It looks like it has an inflated bladder inside, under what appears to be a pop top. If so, maybe it's going to be salvaged. Still, we'd all hate to see our "baby" look like that.
Definitely looks like a rubber bladder under the pop-top, and it also looks like the forward hatch has been pried off--perhaps to put some additional bags inside.
Thru-hull check time! Remember, seacocks should be bedded properly and should not weep. They should open and close easily, give em olive oil as needed. Hoses should be double clamped and should not be hard and cracking. Fortunately a C25 has readily available seacocks, some of mine are actually behind access panels that have to be removed with tools... Holes in the water are what they are...
Doesn't look like the boat is at a marina, which makes getting help so much more difficult. Sometimes it takes one bad experience as this to convince the owner to give up sailing. I hope this is not the case.

Regarding thru-hulls here's another case that raises the issue of "to-hulls"--Catalina's approach until about 1982 or so of embedding a threaded bronze pipe into the hull and surrounding it on the inside with a mushroom of epoxy, rather than installing a proper thru-hull that had an external flange to secure it. Over the years, members here have posted some scary stories about these infamous "to-hulls". For anyone with them now, this should be a high-priority upgrade on your list--replace them with proper thru-hulls with an external mushroom, and pair each with a proper ball-valve.
