Believe it or not someone stole my rudder and tiller from my '84 C25 when it was at it's mooring in San Diego's Mission Bay. I'm planning on ordering a new one from Catalina Direct unless someone has a better (more economical ?) idea.

Seriously, if you had the original, unbalanced rudder, you'll appreciate the upgrade to the new balanced models--it's like power steering. Catalina Direct has three--a "standard" HDPE (solid plastic), "Blue Water" HDPE (thicker plastic), and (apparently) Catalina's balanced rudder that's foam-cored fiberglass . IMHO, the latter is better suited to ocean sailing--HDPE has a reputation for snapping in two. Check with CD about the $660 balanced rudder--I'm hoping that's the one Catalina started using in about 1987-88, and that I bought as an upgrade. That's the one I'd recommend.
Here's another place that produces foam cored rudders for the C25. I've never dealt with them, just found them one day while poking around, so I don't know if the C25 rudder they produce is the balanced rudder.
I have the hdpe -- it works great and you will need ablative paint and do not scrub/clean mid season as the paint will rub off easily. Also, if you remove the rudder off season make sure you store it carefully so it will not warp.

There use to be a derelict C25 moored off of the harbor patrol office there in Quivera Basin. You might talk to them and see if they will work with you. there was also a spinnaker pole laying on the deck.
