just bought the boat, hull 181. Both standing riggings off the side of mast have been brought to the same chain plate aside the mast, whereas one was formerly to the side and ahead of the mast. Prior owner said makes tacking easier.. Any negative effect upon the rig? I will be racing it in PHRF races.

Congrats on the new boat! Welcome aboard, and I see we're not far apart - I'm #183. Where are you located?
"<i><b>Both</b> standing riggings off the side of mast have been brought to the same chain plate</i>" Do you mean BOTH lowers are attached to the lower shroud chain plate, or just the forward lower and shroud - with the aft lower still correctly attached aft of the mast?
Sounds like you might be referring to the forward lowers. With the bottoms of those connected to the shroud chain plates (which I think is what you're saying...), you will have difficulty setting the pre-bend in the mast. Depending on your sailmaker of choice, age of the main, or level of competition in your local PHRF fleet - it may not be TOO much of an issue, since you could possibly still bend the mast <i>somewhat</i> with the backstay. And you will still have some control over the column of the mast using the shroud chainplates.
However, you're going to be limited by the tension of that lower between the spreader and the shroud base as to just how far forward the center of the mast would be willing to go. Also, there's very little to stop the mast from inverting (mast bend toward the rear, rather than toward the front), other than the same force keeping the mast from being bent forward.
I just can't see any positive for routing the forwards that way, but then again I've never hung anything up on them during a tack either.
Edit to add: how do you attach your sheets to the headsail?
