Nice idea... You might want to at least mention a couple of the more popular photo sites that someone can upload to, and that the format should be .jpg (?), for people who are not sure about the meaning of "already somewhere on the Web."
What about using something like Youtube to eliminate the load time?
Might fine tune the audio - I was at full volume and had to concentrate to hear and understand it, but my ears are pretty old. Otherwise, I think, with the above caveats, that it is pretty clear.
I second the utube recommendation and explaining that there are multiple free hosting sites and naming several that have worked well for us. But this has been needed for a long time Paul, [much easier to be shown] nice job! Now we need the signature explained as well!
The process is platform independent in a browser. Just verified that in Safari on my MB Pro. Its a control click on the older Macbooks that don't support gestures and multi-touch trackpads.

That would require actually storing the photos on our servers instead of fetching them from a link. It could rapidly become a very large storage issue and more storage equals more money. Most ISPs include space for a personal webpage, and you could upload to that (don't worry about actually building the rest of the page) and use the link that it generates to copy to the forum. That is essentially what I do, but I do it through a MobileMe account that I have for other reasons and haven't bothered to build a webpage.

But it's also extremely simple [and free] to join many photo sharing sites and is easier to "copy image location" and paste to your post than to upload an image
