I don't think so... based on drawings I have of the balanced rudder, the main dimensions are VERY close. I would say, YES this is a c25 rudder. The 65, 67, 5.75, and 35" dimensions are right. pintle locations are not drawn for the CAD model I have, but the edge that the pintles mount to is 28.5" long on the balanced rudder. It would seem then, that 19" is reasonable.
Check out this thread with the dimensions of a C25 balanced rudder. This diagram does not match the photo. Maybe there are multiple C25 balanced rudders.
ebay ad is non-balanced. main dimensions (overall length, width at top, length of leading edge are all within an 1/4, 1/2 to 1") along with the general shape, pintle style, cutout for tiller stock, single hole for tiller brackets, all point to a C25. I can take measurements of my non-balanced rudder this w/e. For anyone in the area of that auction, it looks like a rudder can be had for cheap.

Since I built one of these in Google SketchUp a couple of weeks ago, I can guarantee that the sketch shown in that drawing is (<i>very</i>) not to scale. I can't vouch for the pintle distance or where the tiller hole is because they're not specified on the drawing. Several times I thought I'd blown the drawing because it didn't look like the sketch, but eventually realized when they said "not to scale", they meant it. The photos on the auction site look very much like my SketchUp drawing and it looks like one of our folks bought the rudder & it fits.
