I came across Sugru while researching a Raspberry Pi computer. It's a type of self vulcanizing silicone putty. I bought an 8-pack of it a couple of weeks back and so far have only used it to fix one of my iPhone cables, which it seems to have done an admirable job of (just did it yesterday, it's just now outside it's 24 hour cure time). They claim that it's got a very tenacious grip after a 24 hour cure, plus it's flexible, so it would seem to be a good fit for deck penetrations for cables or things like that. People have used it to mend low pressure (80 PSI) tanks, bumpers for delicate equipment, all kinds of stuff. The one caveat is that it only has about a 6 month shelf life (18 if you keep it in the fridge).

I just loaded up with butyl tape from Compass Marine to seal my new engine mount. It's my first time using it. I like it because it doesn't cure and has an unlimited shelf life.
For that same reason, it wouldn't fix a tank or a cable.
Their website says that it will withstand a salt water environment, and is not affected by UV, although I'd imagine the bright color would fade over time. I've noticed they're very non-specific about it's abilities other than to "fix" stuff. However, I've yet to read a story about it failing.
For me, I'm tempted to try it on a project that won't matter much if it fails because of it, just to see how it works out. My iPhone cord is now happily mended on both ends and the Sugru is nice & flexible so it'll withstand further tugging & twists quite well I think.
Edit: they have both blue & yellow, so you could mix your own green?
I ordered the 8-pack, red, white, blue & black. Used one blue, and put the rest in my freezer.
When I took the blue pack out, I warmed it between my hands before opening it, which seemed to make it easier to use, but since I've never opened one before, maybe I made it worse? It's definitely sticky, but rolls into nice balls between your palms readily and doesn't stick too bad to them.
