Frank, Jim and any one else interested in local fleet development,
Tomorrow I plan to draft the guidelines for local fleet development, and distribute the package to the other officers next week. I would expect a quick buy-off, and will then get you the package. Our objective is to help local fleets develop and provide their members with a significant experience. If that happens then the local fleet is a significant experience, and that will help the local fleet grow. What's good for the local fleet is good for the National Association.
Frank you have provided me with 12 or so members of your fleet, are they all members of the Nastional Association? Or, are some Owners without membership in the c25/250 National Association?
From the NA perspective only members of the National Association are members of a local fleet. However, we realize that fleets may have members that are not members of the National Association, we are calling them affiliated members - and encourage local fleets to eencourage affiliated members to join the NA.

Give them a break; the officers just took office 51/2 weeks ago. It’s not like they are getting paid to do this.

Fleet #94, our latest fleet, was formed by the hard work of Gary Bruner who got his members together started planning activities and then he wrote to Ed Jakubas, our Commodore at the time, who designated his fleet number. No muss no fuss. The current officers are trying to codify a way for more fleets to form and they will have the plan done shortly. Meanwhile I suggest you start planning a season and see who is really interested in participating. Gary held meetings long before he had a formal OK from the NA so he knew who was serious and who paid lip service. Fleet #94 is now the host of the 2004 National Regatta. You can bet the Officers want new fleets and will be ready to designate you a fleet number but other than that it’s up to you and your members to BE a fleet. I look forward to listing your activities in the “Fleet News” when you start to have activities. Bill: I am one of the new officers I guess you are waiting on. I must say, that little has been shared with me thus far, although Clif asked me to send in our "charter" some time ago. I responded that we had no official charter, but I assume we will adopt whatever is agreed upon as "standard". I look forward to getting this information from Don, and I promise to do my part to expedite things.
I, too, find it frustrating to have to wait for bureaucratic business at any level, volunteer or not. I think there is a real commitment on the part of the new officers to get local fleets re-energized where they exist, and started in places where Cat 25/250s live.
I ask for your patience, and applaud your efforts to get things cranking in Indiana. Please call on me if I can be of any assistance, personally.

Bill, I have only been a member of this organization a short time, like you. I think that we newbies see the level of organization that is shown by the forum and presume the entire Association is as well run. Over the last few months I have gleaned from bits and pieces that this association has in fact had some difficult times in the not too distant past. Of course you and I and others expect the formation of fleets to be one of the primary functions of the national association and are caught off guard by the lack of a formal process. NO ONE can chastize you for that. Sailing as a whole ebbs and flows with the passage of time. I think we are seeing it grow again and as such organizations such as ours are finding much more interest and support. That will and has manifested itself in a more active board. There is a bit of a chicken and egg deal here. I want to recruit members of our club to become members of the local fleet with the benefits of our association as part of the package. It would seem some feel the local fleet should pre-exist and join as an entity. Let's see, in my case the Catalina 25 owners are already members of the sailing club with committee assigments and work credit to get done, some already members of the Keel Boat Racing Squadron with turns on the committee boat and time on the race course, as well as at the parties, to work into their schedules. Family, friends, solo time, hmm... why would anyone want to join a local fleet? Sounds like offering something in return for adding another item to their plate is a reasonable idea. For me that something is the support and fellowship of the association. That is the message I use to recruit. And quite frankly that is what we need to deliver as a national organization if we want a piece of the very valuable time of the Catalina owners, we need local fleets. We need to help people form them. Otherwise this is a computer club.
Frank: I think you make some really good points. While JG is convinced we have done something special out in Oregon, let me assure you that fleet 94 is run very informally. We correspond with email, have no dues, meet only a few times per year, and only then when there's a real agenda. We will be getting together much more since we are hosting the National Regatta. We don't really even have "officers" in our fleet; I jokingly say that I am the "benevolent dictator". I suspect we will have an election for a new captain after Nationals.
We get together when we race, when we cruise (2 separate group trips to the San Juans last summer, one with 4 boats). We contact each other when we need a hand with projects and when one needs help with launching, mast raising, etc. Other than that, there is no pressure. I try to encourage as much involvement as possible, but people all have their own priorities. We are fortunate here on the river in that the larger clubs generally host and run regattas; we can simply show up and race as a One Design fleet, or go PHRF. Several of us, of course, are members of these sailing/cruising fleets and DO a bit of work with them. I am overdue for a RC stint myself.
I guess I am trying to say that one can be a member of a C-25/250 fleet without it necessarily being some huge commitment. The way we do it, members can join in with whichever activities they want, and ignore the rest. To be sure, I don't hear much from a couple in our "fleet", nor have they been as involved as I would like, but no one has asked to be "removed" from our list/informal group. So far, this procedure is working reasonably well for us.
We hope some of you can come out this summer and check us out first hand at the Nationals!
I simply organized a half dozen C-25 owners at first, formed a "group", asked for the Association blessing, got it, and that was that! It remains to be seen how much "support" we get from the National Association in the regatta, etc. I tout membership to my guys mainly to support the "computer club" aspect. It has been valuable to me.
But the real blessing in all this has been the friendship/comraderie/assistance of the local folks whom I now see as friends.

Just got home from internet-less Lake House where I finished the draft which I will send to officers and staff after church this morning. With their concurrance I will have the Fleet Development Manual to you Bill and Frank, by the end of the week.
One key point that I share with you now is that a local fleet is the responsibility of the local fleet, not the NA. We are establishing minimum standards and offering some advise that may or may not be helpful.

I don't want to upset anyone, put I would at least think that over the years that someone in the national association would have at least developed an entry form for new fleets to complete. We have a signup sheet for becoming a dues paying member of the National organization to recieve the Tell-Tale and Main Sheet, so why is it so hard to develope an application to form a fleet? In 2002, we did not have a National Champion Ship race and that was really bad form on the entire assications part. I have been a member of this association for years and I volenteered to have the Nationals in 2003 and did it with out having a local fleet or one even in the state to assist. After the event the sailors at my facility were absolutly stoaked and ready to form a fleet and saw the promise of having an organized fleet. We Still do! We developed our own Burgee, sold shirts, developed social rosters, and have just published our first year of scheduled races with permitts from the state, news letter and the hole she-bang! I,m not asking for blood or money, we just want to have a formal fleet number to be reconized by. For those members who came from out of town to race last year, I think they will agree we had some motivated members at our club and sailing is not just a week end thing to do here, we realy love to race, cruise and develop social events. This is getting long winded, so if the members need some one to volunteer to organzie a application package, let it be known that I along with the SEBYC will be more than happy to assist.

When I was Commodore in 1985, the files of the organization consisted of a cardboard box full of miscellaneous papers. Although there were a number of very active local fleets at the time, I don't remember seeing anything that looked like forms for organizing fleets, so it's possible that we never had a specific form for that purpose. Other than the fleet roster that is published in the Mainsheet, I didn't even have an updated fleet roster, so, I didn't know whether the roster in the Mainsheet was accurate. Like Derek, I also believe in the K.I.S.S. principle. All we need is basic name, address and similar contact information. If someone wants to form a fleet, we should be happy they are so motivated, take their name, address, phone number and email address, assign them a fleet number and give them our blessing. It would be nice if someone can develop some suggestions on how to make the club of the most value to the members, but, anyone who has the initiative to start a club can probably figure that out for himself. I know the new officers have just been elected, but we need a simple process, so that we can get the basic contact information and assign a fleet number while the fire is still blazing in the heart of the person who is trying to organize the local fleet. If the fire goes out, we lose a fleet.
When I became NA secretary, I thought we had an enrollment package. Turns out we didn't.
Regardless, it is in development and if you've been paying attention to the fleet related forums, you would know this. When the other officers have agreed with what I put together, you will have what you are asking for. The next day at the lastest, probably the same day.
The class directory identifies 23 fleets, of which only four are active. The current officers are interested in the success of the local fleets, but 19 of the 23, and 90 of the ever chartered fleets are not functioning. Maybe we have made it too easy to become a fleet, with out the fleet doing the stuff necessary to assure long term success. Theologically that is akin to easy believism.
So what you will receive is what we have called <i>Fleet Development Manual</i> which we hope will be a beginning of greater effort on part of the NA to the locals. My east coast trip in January has as one objective meeting with c25/250'ers and talk about local fleets. We want to encourage enthusiasm, like the enthusiasm we saw in Syracuse last July.
Now a question for you. Right after elections I posted on the forum and asked you and Frank to provide me with a list of members of your local fleets. Frank replied quickly, but I never heard from you, until you start complaining. A local fleet is the responsibi;ity of the local fleet, not the National Association. You can organize a local fleet without any involvement of the NA. You essentially did that after the Awards ceromony, so you have a local fleet. Have you developed a program for 2004? Do you fleet officers? Have you done anything since then?
When you receive the <i>Fleet Development Manual</i> you should be ahead of the game, and turn around the application for a NA fleet charter immediately.
Steve, the process is simple. One page with certain information, all of which Bill M has already said he has. At this time there are several other areas that want to organize fleets, and the <i>Fleet Development Manual</i> should help them accomplish fleet organization sooner than later.
I. NAME - The Fleet shall be known as the International Catalina 30 Association, Fleet #nn, location. (e.g. Fleet #11, Annapolis, MD) This name will be recognized internationally, even if the fleet is organized under another yacht club or All Catalina Fleet.
II. OBJECTIVES - The purpose of Catalina 30 - Fleet shall be to provide for one-design racing and to promote the enjoyment of ownership, sailing, and cruising by:
Establishing and maintaining one-design standards and specifications in order to insure competition between boats of identical design and performance in all the essential areas such as hull lines, weights, and sail plan;
Promoting one-design class racing under uniform rules and regulations which will test the skills of the skipper and crew;
Keeping the cost of racing the Catalina 30 sloop within modest limits without sacrificing high standards of performance and seaworthiness;
Actively seeking new members, maintaining a minimum membership of three Catalina 30 yachts and making yearly reports to the International.
Insisting on the observance and compliance with the rules and regulations of the International Catalina 30 Association and the local Fleet; and
Cooperating with other yachting organizations; and coordinating cruising and social activities.
III. MEMBERSHIP ELIGIBILITY
A. REGULAR MEMBER - A Regular Member shall be an owner or at least a 25% part owner and a Corinthian. He/she has the privileges of holding office, of voting, and of commanding a Catalina 30 sloop in sanctioned races. Only one vote may be cast per yacht. Only one part owner per yacht may hold office in the Fleet at any one given time.
B. HONORARY MEMBER - An Honorary Member is a person selected by the Fleet, in accordance with Article VIII, who will not hold office, vote, command a Catalina 30 sloop in sanctioned races, or pay dues.
C. ASSOCIATE MEMBER - An Associate Member is a person who subscribes to the objectives in Article II and does not own a Catalina 30. This person pays regular dues, but does not have voting privileges, cannot hold office, or command a Catalina 30 sloop in sanctioned races.
IV. DUES - The dues of the Catalina 30 Fleet shall be an amount set by the Fleet Board of Directors annually. Dues shall be payable on or before January 1, and shall be collected by the Fleet Treasurer. Special assessments may be made by vote of a majority of the Regular Members present at any regular meeting, and shall be for the duration of one year.
International dues are billed directly by the IC30A.
V. FLEET OFFICERS - Officers shall be regular members in good standing. The Officers of the Fleet shall be named the Fleet Captain, the Fleet Secretary, the Fleet Treasurer, and the Fleet Measurer. At least one officer, the Fleet Captain, must be elected, who will be the liaison to the International Catalina 30 Association. Those officers that are elected will fulfill the following duties.
A. DUTIES
1. FLEET CAPTAIN - The Fleet Captain shall fix the dates of meetings of the Board of Directors and of the Fleet's meetings. He/she shall preside at all Fleet meetings, approve the annual report and official actions of other officers, appoint special committees, rule on procedure and jurisdiction, authorize Fleet expenditures within the budget, and perform other functions as may be warranted for the proper management of the Fleet.
2. FLEET SECRETARY - The Fleet Secretary shall maintain the Fleet minutes, records, and registration of numbers and boats. He/she shall distribute ballots and notices of meetings unless that function is delegated to a specially appointed position. He/she shall also act for the Fleet Captain in his/her absence.
3. FLEET TREASURER - The Fleet Treasurer shall receive funds and deposit them in the depository approved by the Board of Directors, prepare the annual financial statement and budget, and conduct the financial affairs of Fleet. All books and records of the Fleet Secretary and/or the Fleet Treasurer may be inspected by any member for any proper purpose at any reasonable time.
4. FLEET MEASURER - The Fleet Measurer shall make the actual boat and sail measurements, record these measurements on the "Official Certificate of Measurement and Registration," and verify compliance with class rules. He/she shall maintain a file of all measurement certificates, and shall report to the membership any yacht that races without certification. A measurement kit is available from the Chief Measurer.
Rules on controversial changes or changes that affect the sailing characteristics must be referred to the Chief Measurer of the International Catalina 30 Association for evaluation. The Fleet Measurer shall not measure his/her own boat except under the supervision of another Fleet or Association officer.
B. ELECTIONS - The preceding officers shall be elected at the annual meeting for a one-year term from January 1 to December 31. The recommendations of the nominating committee and notice of the annual meeting shall be sent to all members at least ten (10) days in advance by the Fleet Secretary. Nominations may also be received from the floor at the annual meeting. No nominations shall be presented without consent of the nominee. The nominee for each office with the greatest number of votes of the regular members in good standing present at the meeting shall be elected.
VI. COMMITTEES
A. BOARD OF DIRECTORS - The Board of Directors shall consist of all of the elected officers and the most recent past Fleet Captain. In the event past Fleet Captains are not available, a Member-at-Large shall be elected and serve on the Board of Directors for a one-year term. The term of office shall be from January 1 to December 31.
The Board of Directors shall interpret the Constitution and Bylaws, determine policy of the Fleet, serve as the last court of appeals in disputes over constitutional rights, sanction or ban Fleet activities, and suspend members guilty of gross violation of the rules or of unsportsmanlike conduct for a period not exceeding its term of office. Only the Board of Directors may obligate the Fleet financially.
B. SPECIAL COMMITTEES
1. NOMINATING COMMITTEE - The Nominating Committee shall prepare a slate of officers for the ensuing year. No nominations are to be presented without the consent of the nominee. The Nominating Committee shall be appointed by the Fleet Captain.
2. OTHER SPECIAL COMMITTEES - Other special committees may be appointed by the Fleet Captain as needed.
VII. MEETINGS
A. ANNUAL MEETING - An annual meeting shall be held as close as possible to the end of the summer racing season, but not later than December 31.
B. GENERAL MEETINGS - meetings of the general membership may be called as necessary by the Fleet Captain. Notice must be sent to all members of the Fleet at least ten (10) days prior to any general membership meeting by the Fleet Secretary.
C. BOARD OF DIRECTORS MEETINGS - Meetings of the Board of Directors shall be called by the Fleet Captain as necessary.
VIII. VOTING
A. BOARD OF DIRECTORS - (how many?) officers of the Board shall constitute a quorum, and a simple majority vote shall be required to carry.
B. GENERAL MEMBERSHIP - A majority of votes of the regular members present shall be required to carry, except as noted below in Articles ~IX and X. Members whose dues are in arrears or who are otherwise not in good standing are not eligible to vote. There shall be one vote allowed for each Catalina 30. In case of a tie vote, the Fleet Captain shall cast the deciding vote. Written, dated, and signed proxy votes shall be allowed. Proxy votes shall be valid for one date only. Voting by mail shall be allowed, but mailed votes must be received by the Fleet Captain prior to the meeting.
IX. SUSPENSION - Any officer or member may be suspended or expelled by a three-fourths vote of the membership for conduct or action deemed prejudicial or injurious to the Fleet.
X. AMENDMENTS - A change to the Constitution or Bylaws may be proposed by any regular member at any Board of Directors meeting. If approved in accordance with Article VIII, the Fleet Secretary shall send a copy of the proposal to all members at least twenty (20) days in advance of it being put to a final vote at the general meeting. To be adopted, the proposal must be approved by two-thirds of the regular members in attendance voting whether in person, by proxy, or by mail vote at the prescribed meeting.
XI. AUTHORITY - The Constitution and Bylaws, in conjunction with the International Catalina 30 Association Constitution and Bylaws, shall be the governing rules of the Fleet.
XII. RATIFICATION - This is a valid copy of the Constitution as approved by the Board of Directors and adopted by the membership by mail ballot vote on ___/___/___ and supersedes entirely all previous versions.
Thanks Frank, I spent a day looking for some Catalina Alliance Bylaws, and while I'd seen them once I couldn't find them. I'll copy this and add it to the file of stuff that goes with the Fleet Development Manual. Note. I'll change 30 to 25 to make it ours and read it in light of our consitution and bylaws - also part of the package.
