 What is the best way to set Trailer Pad Height?

I am about to take Moon Chaser out of the lake and tow her to Toucson to her new owner. I found a 250WK trailer at a local Marina and have set my 6 Pads to the same height...but there are some small diffences in the Steel (not galvanized) Trail-Rite trailer. So if when I load the boat when the trailer is in the water do I:
1. Pull the boat out and see if the Keel is resting correctly on the trailer and if not take the boat off and re-adjust?
or
2. Adjust the pads befor pulling it out of the water...meaning to get in the water and adjust the pads?
or
3. some other technique?
I want to get this perfect since I am about to haul the boat over 900 miles and the new owner will haul about the same distance.

OK, nevermind...we pulled Moon Chaser today. I set the pads from pictues I had of her the first time I had her out for a bottom job. They were all about 3 inches to high. So after we pulled her the first time and put her back in I just jumped in and adjusted the pads while she was in the water. We had to pull her out 1 more time and go back in for a final adjustment.
We started about 11am this morning and finished getting her ready for the road about 4:30pm, She was home by 6pm here in Austin. In two weeks I will tow her to Tucson where the new owner will pick her up and take her to Lake Tahoe!
