Just came back from Friday Harbor,WA (the San Juans) where I visited the Customs agents, and they just received word that the Canpass will be operational this month.
As far as using your pin number to clear US Customs by phone, they are still working on getting the system up to date-but it is working somewhat.

We are planning a trip to Rondeaux Bay this year. What will we need to do at both ends...Arriving in the 51st state (just kidding) and returning to Ohio?
For the CanPass, all you need to do is contact your "local" Canadian Customs office, and send the information they require to receive a CanPass (with a fee of $25.00 Canadian-like $2.95 American)It is one of the best investments I have made since trying to get a clearance at a port of entry ih British Colombia can sometimes be a real interesting experience.
Getting a pin number can be another experience. Call your "local" American Customs agent and see if they will issue you one. If you have a boat 30 feet and over, there is a charge for the sticker that they will give you. Anything less than 30 feet is free so far.
Yup, It is working, but they changed the rules (at least of the west coast anyway) You can call in on your phone, but you have to go to a designated port that normally has customs agents, (or phones in place for you to call) If at a specific time that you tell them that you are at the designated place, and the agents are not there to search your boat, then you can leave. It does save a lot of time, as the agents can tell you to wait for a couple of hours until they come to search your boat if you do not have a Canpass!
What I can't figure is: what in the world is Canada worried about?!!??

I can think of a couple of things.. 1. Since it is so readily easy for those bastards to get into the USA, the border with us is probably more apt for some damn terrorists to get into Canada than a direct flight from Iraq to Toronto.
2. Nobody has pissed on your shoes lately. 3. If you guys don't show a strong border, we won't take you as our 51st-60th (give or take a few) States. 4. The film Canadian Bacon still has all the Canadian border patrol upset and they are overcompensating...
Just Kidding...Its a good thing that they keep a tight border...
Speaking of borders and countries here is something to ponder:
Why are the U.S. Citizens the only people known as Americans?...Do not the people of Canada, Mexico, Peru, Argentina have that right too?
What about Hawaii....How can a resident of Hawaii be considered an American? Aren't they part of the South Pacific .....

I'm an American whose parents are Canadian. When I was a kid we visited our relatives on most weekends. Upon arrival at their houses, invariably at least one relative would announce to the rest of the household,"The Yanks are here!". Another thing was they always referred to the U.S.A., not as America, but as "the States". As in,"I'm going to the States to vacation this year". I remember one time going to Canada with some friends and the Canadian customs officer asked for everyone's citizenship, and one replied "American" instead of the usual "U...S". Immediately, the customs officer responded, "Which one...North American or South American?". That drew some laughs.
