There is a reference in the news story about a guy who fell off a BC Ferry in 1993. Sounds possibily,like similar circumstances...there is a current that runs through the Straight of Georgia and out into Juan DeFuca Straight as a byproduct of the Fraser River. This is much warmer water than the the surrounding ocean water and it is much faster moving than any human swimmer can overcome. If you ever fly into Vancouver or Victoria, you will see the significant influence of the Fraser river on this sea area.
AS in 1993, a person goes overboard and despite being tantalizingly close to shore, cannot reach shore because the current simply will not allow it. She did not swim 24 Kilometers, she stayed afloat while the current carried her that far. Same with the guy in 93.(he ended up in US waters) With similarities to all the fishing boats that drift fish in the area.
This scenario makes a good case for all the things we already know.
Don't drink and drive, wear a PFD, don't fall overboard.
