I may have missed it but I didn't see anything that mentioned it had been partially submerged. I'm thinking maybe they just took a hose and washed the inside down without regard of getting everything wet.
I noticed a large crack in the transom and it looks like possible the original cleats were torn out and replaced with larger cleats a little farther aft. Built in A/C would be nice if it worked.
People are so weird, why in the world would you leave the motor uncovered (at least put a plastic trash bag over it) and in the full down position long enough for it to get marine growth on the lower unit? At least take two minutes to raise it or tilt it out of the water.

Sudden and unexpected life event perhaps. Former dock neighbors relocated their boat to the Chesapeake, 5+ hours away. He was diagnosed with late stage pancreatic cancer in April and passed in September. Needless to say, the boat moved way down on the priority list . . .
