There are two sets of docks in the picture. The set of docks to the right are oriented so that the wind blew across their beams, and they were scattered all around. The set of docks to the left are oriented so that the wind hit the boats in their slips at their bow or stern (depending on whether they were backed into the slips), and they appear to have come through the hurricane with little damage.
If a hurricane is going to strike, the overwhelming likelihood is that it will come in from the Gulf. The government ought to adopt building codes for marinas, that require all boat docks to be built so that the slips are oriented towards the sea, to reduce the likelihood of damage to boats.
The comparison between the way the boats in the two sets of docks came through the hurricane is really striking. I don't see any other geographical factors that would explain such a clear difference?
That is so sad to look at! I agree, the bow or stern-to-wind boats survived much better, obviously. The 'confetti' appears to me to be debris or light refractions.
