OK, so I'm new at this chat room business! I assume that there is no fixed location for the spinnaker mast pad eye. If however I use your suggestion and let the sail "hang" than place the eye where the pole is level, I would have a problem with the pole clearing the stantion (sp?) lines since the pole will only be used with a cruising spinnaker or 150 genny. I assume than that the pole eye should be mounted just high enough so that the pole will clear the stantions.
For what it is worth, Catalina's blue print for the mast shows a fixed whisker pole padeye on the front of the mast 5' 0'' up from the bottom. For a spinaker, it has 1" aluminum track 56 1/2" long centered on the front of the mast with the highest point 6' from the bottom. Obviously, it's a one or the other installation.

I would suggest putting the paddeye, about six feet from the deck. (but try putting a sail up first. you want the pole to be parrallel to the water.) If the padeye is for a spinaker pole or whisker pole, you might find it better to buy a sliding track with a car.
install the pad eye chest high. or chest high for your crew member (admiral)or whoever will be working the foredeck. if it's too high the admiral might not be able connect the pole.
Duane has the right idea. The pole needs to be horizontal when deployed. Hoist the headsail, attach the outboard end of the pole and hold the pole in the "working" position (choose a light air day to do this!) - then mark the mast at the point at which the pole is horizontal. Why bother? A cruising (asymetrical) spinaker doesn't use a pole. So the padeye/pole (whisker pole) would only be used for the genny in downwind mode...which you have a cruising spinaker for. Simple is better.
