I too had the same leaky transom problem and repaired it about three years ago for $2 and it never leaked again.
There's a post of mine somewhere in the archives about my repair but basically, I sanded the brass tubes down to shiny metal, sanded the gelcoat 1/4 around the brass tube flange inside the cockpit, then used some of that epoxy play-dough and pressed it into place, essentially making a new, large flange around the brass tube.
If you want, I'll take pictures the next time I'm at the boat. This is a really easy repair to make, and it has held 100% solid for at least three years.
