I just pruchased a great C25, and in evaluating the boat, I noted that the DC on the boat, specifically the DC in the 12 plugs ("Cigarette Lighter Plugs) are not working, though the DC on the boats appears to be fine (radio, nav lights, cabin lights, etc).
Is there a diagram somewhere to track this problem? Does anyone have a suggestion?
PS: There is a little toggle switch near the battery box on the boat, and we can not figure out what it does. Ideas on this would be great too! Thanks all! C25/250 rocks!

Those cigarette lighter outlets would have been installed and wired by a previous owner, so they're non-standard. I'd suggest you find the nearest one to the fuse panel, and try to trace where it is connected to the 12 volt system. If none of them are working, that's the most likely place where you'll find a problem. If you have a phone number for the P.O., and if he is the one who installed them, he can point you in the right direction and save you a lot of time fixing them. If he's a nice guy, like my P.O., he won't mind a call for a little help.
Sometimes it easier just to rewire the one(s) you need and abandon the old wiring.
I had same issue having bought my boat this past fall. I bought a new plug from West marine and replaced the existing one. Interesting about the toggle switch. I happen to have one also. Looking at the cabin steps, the toggle switch is to the left of the steps. I looked behind the fiberglass and saw that the toggle wires were just dangling.

Frankly, I don't think it will help you much ... as Steve already pointed out, that plug was likely added by a previous owner. FWIW, I also have a "cigarette lighter" plug in my port coaming compartment, and the power to it is controlled by a toggle switch next to the power panel (in the galley) ... maybe the PO of your boat rigged a similar switch to the plug in your boat ... you'll have to trace the wiring to be sure.

I had same issue with a DC plug that did not work. It seemed to me that the plug that inserts into the housing was kind of decrepid. So...my thought wss that the receptacle may be fine but the plug no longer worked. I took out my voltmeter and checked to see if the receptacle had juice and it did. So, I went down to West marine and for about $5 or so bought a new plug. The new plug also had a fuse contained in it and a little LED that indicated if it had juice flowing through it. Stuck it into the receptacle and....problem fixed.
I have been using that plug, at least for now, for hooking up my solar panel to the DC circuit. The plug goes thru the battery switch and so I can switch to either or battery or both. I could make a more sophisticated hookup but...have been busy with other projects and since this was easiest way to get the panel up and running continuously, I have for now continued to run the panel thru the plug.
