Not really, The J dimension is the distance from the mast to the forestay at deck level.
That would be correct Steve. The picture below shows the specs on our boats.
The Black Band Frank speaks of is for racing and is a rarely enforced or complied upon rule stating that on boats where the boom is bigger than the E measurement a black band must be placed on the boom (usually electrical tape) to mark the maximum legal foot for the mainsail. In theory all phrf boats should have one on the mast too.
FWIW, for anyone else looking to use this info . . . the boom length on my 1981 std rig is longer than the one on my friend's 1986 std rig - though the length of the foot is the same . . .
