I tried myself and then had a mechanic fix my pull cord twice on my 1983 Evinrude. Yet again it would not allow me to pull it in the middle of the lake... this time with winds changing completely from the forecast and busting 22 mph... Ended up taking the top off the motor and pushing down on a red lever that finally released it... did this while on my way to try sailing it in for the first time.
Any suggestions on what I'm doing wrong and why the pull cord always gets stuck? Pulls like a champ while I'm in the slip but when I really need it seems to always get stuck.
I'd try a different mechanic for sure. This fella is just missiing something. It sounds like it needs lube but I'm just guessing. I'm sure you've already thought of that.

I'd Dan's comment above a good look...it's been a while since I've had to pull start, but I do recall that on the old Johnson....
The throttle on my old Johnson 9.9 needed to be in the sweet spot in order to pull start it. If memory serves me correctly, the throttle actuated interlock was located on the left side of the powerhead (when looking from the front of the motor) and sometimes I had to rotate the throttle all the way back then bring it forward just a tad.
