While doing my annual bottom prep before the bottom paint,I've noticed some large areas/pieces of the old bottom paint have come off easily, especially with the help of a putty knife.Paint manufacturer (Interlux) suggested I rough up the areas with 80 grit and sand, then wipe with 216 thinner and paint.
I went so far as to sand , but then noticed white dots appeared below the surface.

Any ideas as to what might be happening,how to approach this?

There is a formula that you must run. It is a weighted formula you are the only person who can assign those weights. I am of the opinion that Catalina 25s can have a less than perfect bottom and it is just fine. I spent thousands on my 82 and never should have.
Considerations:
Are you wealthy?
Are you anal?
Are you handy?
Is there someone who will do it for you?
Is there a place you could do it yourself?
Are they smaller than a quarter?
Are you changing types of bottom paint?
How much time do you spend one the hard?
Do you have a trailer?
Has the boat been out of the water for a long time?
Are people pointing and staring?
You need to decide whether you can sleep at night with small blisters on your hull.

Scott,

It seems to me that identifying the nature of the "white spots"is necessary.

Do they bulge out from the hull?

If they do I'd pierce one to determine if liquid is in them. I used a Dremmel tool with a small burr to pop them.

If liquid is in them you have osmotic blisters. My little white spots were water filled and I spent the better part of a sailing season treating them.

No need to go any further unless they are blisters. Let me know what you discover and we'll go on from there.

I would obtain the following manual from Gougeon Brothers (West Systems):

002-650 Gelcoat Blisters: Diagnosis, Repair & Prevention, 52 pages

Probably the best $3.00 I've ever spent.
