My '89 has a stern light that is mounted on the underside of the top stern rail at the top of the boarding ladder. It's (or I should say was) actually welded to the underside of the rail. Unfortunately it is also subject to getting hit and bent as you embark and debark, bending back and forth until it finally broke and is now just hanging by the wires. It's a terrible design and placement. Any suggestions on the best and easiest way to fix this would be appreciated. Thanks

Hmmm...best or easiest?
Last season, when I broke off a fellow sailors bow light , which was originally welded to the underside of the bow pulpit, he simply reattached it with two zip ties. Was it the best way to fix it? Probably not, but it sure was the easiest.
I bought a new stern pulpit this spring. I had the opportunity to switch the stern light location, but chose not to. (I try not to grab onto the light.) I bought the bracket for the Aqua Signal light and had the shop weld it on. It had holes for screws, but since the shop was welding up a whole new pulpit, an additional weld for the bracket was no big deal.
