It is quite obvious to me. Since the Garbage can is circular, the water is going in circles. To move away from something you will need the water to move perpendicular to the bench, not rotate behind it. I would suggest using an old watering trough. The bench should move with no problem after that.
One other thing - you can't put too much pressure on it. It will eventually go at its own pace. Number two is a bit tougher than number one. If you try and force it, you are just going to give the motor a complex and it will probably wet the bed its entire life...
As an exsistentialist you should know that being is nothingness. the problem becomes the soulution and the solution is obvious - YOU NEED A BIGGER MOTOR!!!!
The thrust from an outboard motor comes from the water jetting out the 'pisser'.
I can see from the photo that your pisser is pointed downward so the motor is trying to lift off and fly. If you remove the extra weight from the bench (blue bucket) it may take off.
Silly you... I see you still have the bench tied up. Cast off that red and white doublebraid line and away you will go. Don't forget to hook up your emergency stop lanyard first.
