OK, now for a really dumb question.
Where is the bilge pump located on the 250?

The 250 comes with a built in hand operated Diaphragm Bilge Pump located on the Port side in the cockpit, very close to the swim ladder. It should have a plastic cover over it. You should also have a small piece of what looks to be pipe about a foot long with a rubber grip somewhere on-board. That would be the pumping handle. Open the cover put the handle in and pump. Be careful when you open that cover they have been known to break easy.

Also, my pickup on the hose in the bilge does not sit in the best position (aft end of bilge). When I pump the bilge, I have someone push the end of the hose down to help get the water out of bildge. I then use a sponge to get out the balance of the water. I usually do this a couple times a year. The water is fresh water, so it is primarily rain water (darn coaming pockets). The bilge should be a dry bilge on our boats.

I guess I should have been a little more specific. I havent seen the pick up end of the hose. I have a water ballast and no traditional bilge cover down the center of the boat.

The bilge cover is behind the stairs under the aft berth cushion.
The hose is down there somewhere.
It exits the bilge aft of the head and leads to the cockpit.

That being the case, I had a lot of water in there last year when I bought it but couldnt get the water out using the bilge pump, so I assumed that was a seperate area. It doesnt seem to be the lowest point of the boat. Hmmmm
