I needed to do a little touch up to my hull (below the water line) and need to apply a barrier coat where I made repairs. Does anybody know a source for a small quantity of this material? Can it be purchased in quarts or less? I dont need much.

West Marine and the other stores sell it it down to the quart size but it is still expensive around $35-$40 for a quart.

Interesting thing is that when I had my boat painted this past Fall, I let the marina guys do the work. I had about 4 or so questionable beginning blister areas of about the size of a dime. (Originally, had many more but they turned out to be just paint blisters.) So...the guys treated those areas and after smoothing them out, applied some barrier paint to just those areas. Then they applied the anti-fouling paint the next day. I do not believe they charged me for the barrier paint since they used so little of it.

Perhaps, if your marina does boat work, you could ask them if they would mind sparing 2-3 ounces of barrier paint for say $5....If they know you...maybe they will wind up giving it to you for free. (Wishful thinking anyway.)

WEST epoxy, a popular barrier coat, is available in sample/small repair kits. check their website for lots of info on using their products, including as barrier coat. Although I'm such an enthusiastic fan of WEST products I buy it by the gallon, a couple of the small repair kits are handy to keep on board for unexpected repairs.
