If a 9V battery is attached to the correct pins at the base of the mast will it light the mast bulbs well enough to see that they are working?

Depends how dark it is. At night, probably, in the daytime probably not.
To experiment, remove the bulb from another fixture closer to the deck and try.

Worked great. I just attached some alligator clips to a 9V snap connector and with a new battery they lit up nicely. Thanks!

I feel like an idiot, I just used a 12 volt car battery on a two wheel dolly with 12 ft. leads to test my mast lights

When buying cordless power tools, I make sure to get the 12V ones. That way, I can gut and modify a worn out power pack by adding a cigarette lighter cord, and have a plug in power tool without shore power. In addition, the 12V power packs are handy as DC power supplies for testing boat and car electrics. I have used one to test mast electrics with the rig on sawhorses, as we're discussing here.
