I wonder if that barge had lights. it can be pretty confusing late at night when you don't know if the lights you see are on-shore or on some gigantic slow moving vessel.
You can display anything over 300 tons on a laptop running simple (read free) chart viewing software. The only other thing you need is a cheap USB GPS (Around $50).
I set an alarm and am warned of anything that comes within 20 MILES of me.
