That is horsefeathers. There are plenty of rules regarding the unsafe operation of a vessel on navigable waters. Maybe the park ranger or a land cop can't do anything, but there are rules on the water and there is personnel assigned to their enforcement. Now, whether you can get them on scene when you need them is another story.

I make it a point not to be where the morons are.
