As a board we've drafted an amendment which allows any Sitting board to select the next two nationals if there are a viable number of bids. In years past we have recieved 5 in one year and then zero the next.
The goal is to have the officers entertain bids for 2 years out - more planning, more promotion better attendance.
Here is the exact wording
Section G. The officers of the association, if when reviewing bids for the national regatta have multiple bids they may award two consecutive nationals during the same term provided that all of the following conditions are met. a. The hosts and location for the two events are different. b. More than 1 qualified bid is received by the bidding deadlines set forth herein. c. A tentative offer to use the bid in the different year has been accepted via email or in writing. d. The nationals will not be awarded for a year greater than the current year plus 2.
G sub 2 If section G1 is invoked the subsequent officers will call for bids for the subsequent year, but at no time will a nationals be awarded for a year greater than the current year plus two.

Why would the "hosts and location" have to be different to accept an out-year bid. I'm not sure why this might occur, but it seems to me that if a club wants to submit for two consecutive years, and no other bids are forthcoming, than both bids should be accepted. If it is important to have a different locaton for the second year, the out year bid should be advertised to give other clubs not so quick on their feet, to submit a bid. If the new bid is acceptable than the original, consecutive year bid should be denied.
Frankly, I think we should have three to four regional championships to get more involvment. Our current "national champion" is really a two-time Ohio state, possibley Great Lakes champion. Perhaps an East Coast, Great Lakes, Gulf Coast, West Coast championship with some sort of points structure for declaring the national champion, should be considered. Capri 25's are a different group and should have their nationals located where the greatest number of boats is located.
So that we are ensuring everyone a chance . If a club wants to submit for two years in a row they can do so through the annual process. The goal of this is to try and not turn bidders away, not lock somebody in for multiple years. This allows the board to work with the bidders to try and lock someone in for both years. So many times the losing bidder drops off the face of the earth.
Yes we should have more regional events - we don't oppose them, we just don't have the human capital to handle that. Many years we have to beg for a bid let alone regional events- Keep in mind, for the most part we are the farthest thing from a racing class....If someone wants to do it, lets get them in. Other clubs would then have the option on a subsequent year - two years out.
Having put this together I can attest that an extra year of hype, advertising and planning time is better for participation, the event quality and everything else considered when running one of these.
I want to clarify that one reason for the bylaw change is to ALLOW a club to be awarded the nationals 2 years out. Not necessarily the same club two years in a row, that is up to the officers at the time. But current wording seems to prevent the officers from awarding further than 1 year out. We want to make it possible for a club to have longer than 1 year to plan an event.
At least that is the way I understand the change, FWIW.
Not that it matters to me (except to be around happy people)... Aside from the Capris, we aren't primarily a racing group, and most don't haul their boats to events. Having a "4-time National Champion" would mean little if he was from the area around Cleveland where four consecutive regattas were held. If you don't move the national regatta around, it just isn't a national regatta.
Just my opinion by I don't see a compelling reason to change the present bylaws with regard to the nationals. We should follow the current language. If we follow the current cycle and there is a willing host the 2008 nationals should be held in the west.
The Officers shall make every effort to solicit bids to hold the Nationals on an East, Central/Mountain, West, East time zone rotation in order to attempt to provide the greatest number of Regular Members a chance to compete for the title of National Champion. If no bid has been accepted by the designated rotational time zone by June 1, then bidding will be opened to include all time zones with preference going to the time zone not most recently hosting the event. In relation to this section, Indiana shall be considered in the Eastern Time Zone, Arizona in the Central/Mountain Time Zone, and the 2006 Nationals shall begin the rotation in the Eastern Time Zone.
The change does not change the preferred cycle, it just allows the officers to award the nationals further out than one year, allows for more advance planning.
