When I joined this association the Canadian dollar was about 80 cents to the US dollar. As of today, the Canadian dollar is about 7 cents higher than the US dollar, and rising. Most analysts expect it to be 10 cents higher, and stay at least par or higher over the longterm.
Is the difference in US/Cdn membership the cost of postage for the mainsheet?
We'll have to look into it, I don't think anyone has thought about it for a while, so you raise a good point.
I am traveling, and sometimes lose track of things when I am, so if you don't hear from me again about this in a month or so, please email me, or post here again.

I don't think there was ever a major concern over the relative costs of the dollars but an issue with the postage. I believe the mainsheet charges us more so the association in turn passes that on to you. Still something that can be debated.
I know that trans-border postage is more expensive, and that there is a handling agent in Winnipeg that probably adds some cost. I don't mind paying extra if the reason is postage - but I don't want to get bitten twice if the reason is the difference in the dollar. That said, now that the Cdn dollar is worth more than the US dollar, the difference is a little easier to swallow.
Has the debate about opting out of the Mainsheet reached any conclusion or finality? I would readily opt out, and pay the same as you, for membership.
The officers are discussing it, no conclusion yet.
I have not had time to focus on your Canadian money inquiry, I'm sorry. I will try to do so in the next couple of months. Please nag, I am way overloading in my non-association life right now. I think I will try to see if one of the other officers has time to look into it.
Considering the Brits have had a better exchange than us for quite some time and they still have to pay more I'd bet it is postage.
Being on a border city in a border state it amazes me that delivery services can get away with it - the increase in their cost to cross the border is probably nominal compated to what they charge.
