I have used these things for scuba diving. Don't know how well they would work on the surface. They need to be fully submerged to work properly.

I got one, a little more powerful one, and it works great. My nieces were afraid of swimming in the ocean but once they tried this, I couldn't get them out. I haven't filled with rocks to submerge yet but supposed to go down to over 150'.
