Probably depends on how bad it is, but I have done the following: Using a grinding wheel on an electric drill, I've knocked the rust and burrs off and taken it down to well adhered paint or bare metal. Then, I brush painted with Hammerite paint (used it on my trailer and it works well; looks galvanized) Then, paint with bottom paint.
Lower the keel on the aft end so you can reach it all; then lower the front end using the 4 long bolt trick described in the tech section (sorry, don't know where right now). You can then reach it all. Consider replacing the cable, if needed. BTW: I am in fresh water.....
