I would be very surprised if it has a fuse. It may have a fuseable link, but probably not. If the starter isn't working, try shorting across the pins on the starter button to see if it's OK. The starter button usually controls a solenoid that probably has inaccessable connectors, but you can touch the hot pin on the starter with a heavy guage jumper from the battery to check the starter motor itself.
Charles, I think you have the exact same motor that I have, an Evinrude 9.9 Yachtwin from around 1987. If you do, lets keep track of each other because I suspect these are getting rare. BTW, do you have an owners or repair manual for your outboard?
Forgot to add: starter buttons are a common failure point as motors age. The sealing system is usually rubber and RTV, and both can get brittle and crack with age and allow water entry and corrosion.
