Wrap a couple of turns of webbing around a flat stainless plate and through bolt with backing - compression and friction will keep it secure, or use nylon eye straps for webbing.
Stainles steel footman loops. Just didn't know what they were called till I Googled them. Looks like they're available in a lot of on-line places for around $5. I'd try my local True Value first though.
