If he bought the boat in RI (which he did), and will use it in MA (I expect it to be in MV and/or Nantucket), then he's presumably subject to MA's use tax when tax time comes around, pure and simple. Not much chance of him avoiding that...

Actually, as long as he doesn't go to MV for 6 months or so, they will probably drop it. Taxes are inevitable. Floreeda of some other state can lay claim too... It's just harder as time goes on, BUT if you can't prove you paid it once, you may be required to pay it. That is why all of the Deleware boats thing sorta stopped..
