one of my switches on my DC panel stays on lbut the switch is not on I don't have the original paperwork for the panel (sea dog ). I have swapped fuses but the light still stays on. It is my anchor light and the anchor light is not on.

Can anyone tell me what this means.

You don't say if the anchor light comes on when the switch is turned on but it sounds to me like the switch has an internal short, maybe dirty, which is creating a path for the small light within the switch. Those internal lights take a very small amount of current to light while the anchor light requires quite a bit. You might try blowing it out with a can of compressed air to see if that alleviates the problem.

I had an issue with my Catalina DC panel but different from your experience. I did not have to turn the Accessories switch to the "on" position to use my VHF Radio. What I discovered beehind my panel was that one of the VHF wires was not directly hooked up to the switch positive terminal. Instead, someone had installed a metal terminal adapter onto the switch terminal. The small metal adapter was attached to the terminal but the prongs that came off of it to facilitate attaching more than one accessory were at an angle to the original terminal. One of the terminals is where the VHF Radio wire was attached but it was of such an angle that it or the terminal where you attach it would come in contact with the positive terminal before the switch.
