I think NJ law requires a boat license for any "motorized vessel" over 9.9 hp. If you don't have the license, and don't want to go through the course, you'll need to stay under 10 hp.

Q1
Do I need a boat safety certificate?
A1
Yes, if you are operating a personal watercraft (Jet Ski, Wave Runner, etc.), or a power vessel on the waters of the State of New Jersey you are required to possess a New Jersey boat safety certificate.
Exemptions: A boat safety certificate is not required for non-powered vessels.
Jim - I've already been through the course, paid my money and got my certificate. If you have not, get your certificate - NJ needs the money :-)
BTW...I forget the amounts, but the fines for not having your certificate are pretty high. Also, I've not seen a significant increase in the amount of knowledgeable boaters on the Barnegat Bay since this law went into effect fully.
Ditto what Joe Diver wrote. I'm on an inland lake and have the 9.8 hp Nissan (sams as Tohatsu) only because the 8 doesn't come in both XL shaft and electric start which the admiral required. I would have bought the 6 hp 25" shaft if it had been available then. That's a very recent offering, and in my book it is a near perfect motor for the C-25 on inland lakes without big water waves. One really nice advantage to the 6 hp is weight. It's the largest single cylinder motor available now in the tohatsu/Nissan/Mercury lines and weighs around 59 lbs. vs 93 for the 8 and 9.8 hp motors.

That's what Mercs were when I was in the market "a few" years back. Made my 108# Honda 8 a lightweight!
Ahh....they're all the same now. Tohatsu makes Nissan and Mercury, from 2.5 up through 15 HP or so.
Tohatsu is the basic motor.
Nissan has different decals and a $50 price hike.
Mercury is painted black, different decals, and an integrated tiller/throttle/shifter. Up to $300 price hike.
Although, Mercury does not brand the 6HP SailPro....which is a shame, because I've always been a Merc man and would consider paying the premium to brand the motor as a Mercury. Strictly vanity on my part.
