Hah, I didn't look close and thought those were reading lights or something, and wondered how they were attached to the pan.

Dang, there are a lot of items up there! Some of them are snaps for a cover that goes over the pedestal hole. Yes there are bolts that go through the cockpit sole to secure the pedestal guard. Here is a photo showing the installation. There are two bolt holes for each leg. The larger holes are for running wiring through the pedestal legs.
