 manual bilge pump

There was a little water in the bilge so I tried the manual bilge pump that i had never tried before. it doesn't seem to be cracked or obviously broken but it didn't pump any water either. Does the intake hose have to be completely submerged for it to pump water or is there a valve I have to turn? Boat is an 89. Thanks.

The suction end needs to be completely submerged before you can pump any water. If not, the pump can't prime, so no suction. When we tested our manual and automatic pumps, we poured a five gallon bucket full of water into it the bilge, let the automatic pump down till around 2" above the suction of the manual pump (slightly lower) and then pumped the rest out with the manual. As soon as it broke suction it ceased to work, and we had to sponge the last half gallon or so out of the bilge.
