What's up with skippers that leave their sinking ships before they make sure all of their passengers are safely offloaded and accounted for?

...and tell the passengers to stay in their places below, and never deploy the lifeboats (probably because the crew had already left on one), and.........

The inquisition is probably going to be ugly (again).
