Pole length is measured from the front of the mast to where the guy attaches. If you just cut the aluminum tubing to 12'6" your pole will probably be 6"-10" too long. PHRF generally doesn't care if you are 2" too long, so 12'6" from inside of hook to inside of hook is probably okay.
