I got dinged by the USCG Auxiliary inspector for having a rusty-near empty air horn in my cockpit locker. I'm looking to at a minimum replace the air bottle (keeping the horn), replace both the horn & air bottle with near-identical(no idea how what looks like silvered plastic rusts, but it has), or get one of the rechargeable ones.

The cheapest route is simply get a replacement bottle & be done with it. The rusty-plastic horn works just fine, it's just kinda ugly.

The most expensive is a rechargeable one. However, I'm intrigued by being able to recharge one. Assuming that you can keep it from damage, rust, etc., you'd theoretically never have to replace it, could just charge it from the air compressor in the marina work shop, or bring it home & charge it there.

Anyone got one, or have thoughts on the subject?

I've had one of these for several years. Works good, is load and holds a charge.

I have an aerosol horn that uses compressed air, unfortunately it is not rechargeable.
I do have a hurricane whistle attached to each lifejacket on board, and in my humble opinion, this is louder than the air horn.
Hurts my ears more.

I think the original form of this is the Air Zound bicycle horn. For slightly morethan the Cabela's one you also get a pump to refill it:

The bottles are standard PET soda bottles, you can adapt a 2 liter one to them for more runtime.

In addition to a canned air horn, I have a brass fog horn and a whistle. The whistle alone would satisfy the federal requirement.

FWIW, I would only go rechargeable for something that I would use a lot. I haven't had to use my air horn once in the 5 years I've had my C250, aside from an occasional quick tap to test it. In fact, it's 20 years old because I bought it with my Trophy powerboat. With proper protection from the elements, it will last another 20 years.

It always sits on my binnacle organizer, ready for emergency use on a second's notice. But it's so lightly used, I'd consider a rechargeable one to be more cost than needed, and potentially less reliable due to condensation of moisture under pressure.
