 Makes you wonder if their anchor failed, or?

Fishing boat goes aground on South Galveston Jetty.

The Monday morning quarterback in me wonders if their anchor(s) dragged, failed, or they didn't have them.

One of my doctors almost got caught in a similar situation, fishing off the rocks in the Strait of Juan de Fuca. Primary engine failed, so they used the kicker to hold position, until it failed as well (both were fed from the same gas tank, he thinks the gas had gone through phase separation), and they were being pushed toward the rocks by the wave action. No anchor on the boat or VHF. Fortunately they were able to secure a tow, and promptly bought a couple of anchors & rode for the boat, and a VHF, as well as getting the gas situation sorted out.

Saw that... Maybe it didn't occur to them. It comes under the category of "Seamanship."

In our Daysailer with guests one day long ago, I started the outboard, dropped the sails, and then the outboard stalled and wouldn't restart. We were quickly drifting down on a rock jetty in some chop--no time or space to get sailing again... Got the anchor to hold just in time! I finally got the motor running, weighed anchor, and we motored back to the dock like nothing had happened--except for my shaking hands!

Cause you just know that the first PAN PAN should have been over 16 on VHF. not a call to 911.

Makes me wonder if they had:
A) charts
B) a VHF
C) an anchor
D) lifejackets
