The technical term for it is "loopie thingie™" (click here). It is believed to be a lifeline connector for boats that have the inboard diesel option.
Since the parts for my hard link between motor and rudder are no longer available (that thus want to be 100% sure I don't lose it, I have attached a lanyard and clip to the hard link. The clip attaches to the loopie thingie™ to ensure the hard link never makes it into the water.

My own fault for not searching the archives under both loopie (not "loopy") and thingie (not thingee)...Thank's Rick, I'll repurpose it into a beverage holder.
